Garage Petrol Station to Housing, Kingoldrum, Angus.
The client used to operate garage workshops and a petrol filling station in the small ‘settlement’ of Kingoldrum, by Kirriemuir. The pumps were decommissioned and removed and demolition consent gained. His aspiration was to gain outline planning permission for six dwellings on the site. Issues revolved around ‘windfall’ and ‘small housing sites’ within a defined settlement; environmental improvements to the area by removal of the derelict buildings; the lack of available drainage in which case a private drainage system was required; effluent quality to the burn to meet SEPA’s requirements and a suspensive condition to undertake a ‘contaminated land assessment’ and implement its requirements before any development could take place. Ultimately outline consent was granted with a Section 75 Planning Agreement concerning drainage.
